Sorry you have to live with it. We've been very lucky but I've heard more than once about neighbors who sound like yours. Hopefully when they are gone, the owners will be a little better about screening the next potential renters. Not only for your sake; but I'm willing to bet the house is a mess with that type of a renter. Which translates to work in clean up and usually costs for owner. Good Luck, stay safe.
